Put governance where decisions happen

Human authority is part of the architecture.

A policy document cannot govern a decision that the operating system does not know how to recognize. The boundary needs to be represented where proposals become actions.

Make the relationship explicit

Runtime governance connects that boundary to a concrete process: evaluate the proposal, identify required authority, record a decision, and preserve the evidence. Human judgment is essential when objectives conflict or a situation exceeds delegated authority.

As autonomy grows, the ability to inspect, intervene, and learn must grow with it. That is a capability path, not a switch to turn on.
