A workflow is useful when the next steps are known. Orchestration also needs a current picture of the situation: what changed, what each participant intends, and which commitments a response would affect.

Proposals, simulations, and commitments have different meanings. When objectives conflict, preserve the alternatives and identify who can authorize a change. Existing workflows can execute parts of the response within that wider decision process.
